The 14th five year plan for energy development in Shandong Province. The plan proposes that by 2025, the proportion of coal consumption in Shandong Province will be reduced to less than 60%.  

The plan points out that we will resolutely implement the "three resolute" deployment requirements of Shandong provincial Party committee and Shandong provincial government, strictly use the standards of environmental protection, safety, technology, energy consumption and efficiency, withdraw the low-quality and low-efficiency production capacity of coal and electricity according to law and regulations, and continuously optimize the production capacity structure. By 2025, the coal output will be stable at about 100 million tons, and the installed capacity of coal power will be controlled at about 100 million KW.
